Husband of Barbara Vogt-Howard; son of Barbara A. (nee: Harshbarger) and the late Sgt.Major Edward N. Howard; father of Emma Howard; brother of Lee Ann (John) O'Brien, Don (Melissa) Howard, and the late Neal Howard. Dave was a member of Teamsters Local #688 where he was a Shop Steward. He was a charter member of the Winfield Lion's Club. In lieu of flowers, memorials may be given to Winfield Lion's Club Library Fund.
